In analysing the issues around bug 1256244, it is becoming apparent that the OpenTok sdk introduced some timeouts at 15 seconds for subscribe failures around the 2.7.x series.

These may be responsible for some of the connectivity issues we've been seeing - not allowing enough time for the connection to complete.

The OpenTok sdk has already increased the timeout from 15 to 30 seconds in the 2.8 series. I don't want to upgrade to that at the moment - to keep the changes minimal.

However, Michael has already said we can make the change to the value BIND_VIDEO_DELAY_MAX with our current version.

Hence, I'd like to do that and get it deployed to see how it affects stats.
