new addon-devel builds are not appearing in the taskcluster index

Last week, add-on-devel builds were added for firefox desktop as part of bug 1135781

These are the ones associated with the beta revision that was released for 48.0b6

However, I don't see the ones associated with the windows builds listed in the taskcluster index.  They do exist if I look at the builds in treeherder

Any idea why they aren't showing up in the tc index?
Maybe this should be duped to bug 1287665?
