1287396 - Some of the new devtools icons are blurry on windows non-retina

I noticed today that some of the icons aren't pixel-snapped and look blurry on my windows 10 machine with external non-retina monitor.

I'll attach screenshots.

- In the debugger, the 3 step icons don't look very sharp, especially the bottom border of the step-out icon
- In the inspector, the add element icon is blurry too.

These icons are mostly straight lines, so they should be pretty easy to pixel snap I guess.

Note that the "Add rule" icon in the rule-view is also blurry, but it uses the same image as the "Add node" in the inspector, so fixing one will fix the other.

Thanks for gathering these Patrick! The "add rule" is particularly bad.

I'll assign this bug to myself, but I won't be able to start work on it until next week because of user research.
