[Steps to reproduce]:
1. Open google.com
2. Search for something and save an image from the results
3. Right click on the saved image in the downloads panel
4. Right click on the saved image in the library view

[Expected result]:
- "Go to download page" and "Copy download link" options available both in downloads panel and library view

[Actual result]:
- "Copy download link" option available in the downloads panel but not in the library view

[Regression range]:
- TBD, repro on 47.0.1

[Additional notes]:
- seems to be reproducible only on Linux

Actually the behavior doesn't seem to be very consistent. Following the same STR, sometimes I see the "Go to download page" missing, or sometimes even both options are missing.
Paolo, any idea when these options are supposed to be displayed/hidden for a download?

The code that controls the context menu is different from the Panel and the Library, there might be some differences with regard to visibility that we might be able to remove in bug 1282664.

With regard to the option being available versus disabled, "Go To Download Page" might not always be available, depending on how the download was started.

Also bug 1282050 might affect the reliability of these commands in the Library on some builds.

Yes, it seems that the "Copy download link" option is always available now in the library view.
"Go To Download Page" option sometimes is not available both in the library view and the downloads panel, but I guess that's expected based on comment 2. Also hit over bug 838131 while tested this.
