Steps to reproduce:

1. set Windows 10 to open PDF files using Firefox
2. set Firefox option to open PDF files to "Use Firefox (default)" instead of "Preview in Firefox" which by the way appears to actually be the default. (about:preferences#applications)
3. double-click on a PDF file in Windows 10 to open the PDF file in Firefox



Actual results:

Firefox loads, continuously opens blank tabs, and doesn't stop until the browser is closed.  The PDF doesn't appear to be opened, but there is no obvious way of telling since the new tabs are opened so quickly and non-stop.


Expected results:

Exactly one new tab should have opened in Firefox that displays the PDF.
