Page Setup Options: Need separate options for "color" and for "images"
I'm assuming "images" are page image and not background images. If it does mean
background images (do that even exist?), then we need an option to not print
page images (just text - with "blank" image *boxes*).

As an alternative, just Edit | Preferences | Privacy and Security | Images | Do
not load any images, Reload, then print. Does that work?

I don't think it matters if that works. It is much too cumbersome to expect
users to do it that way.
I also think that displaying images on the *screen* is a completely different
issue from whether a user might want to *burn up ink* when printing. Users will
likely want one but not the other; and expecting them to continually switch
preferences before printing is asking for their wrath. ;)

Are you requesting an additional option in the Page Setup dialog box, to not
print foreground images?
The two options in Page Setup could be:
Print Foreground Images
Print Background Images and Colors
Does that sound right?

Yes, correct. But better wording might be:
- Print Images on webpage
- Print Background Images and Colors

I think,
- Print Images on webpage
- Print Background Images and Colors
is very useful.
And dont you think, wil be better add there 1 more check-box
- Print all text as black
?
it will be useful for black&white printing, when some of authors use
white-on-black text, or light letters. Netscape 4.x and earlier have this option
