As of bug 1026639 there is obviously now a UI in the admin that allows deleting file attachments.
That only allows people having access to the admin to delete files, though. There should also be some UI within the frontend allowing users with a special waffle flag to delete them.

Got the rights from Sheppy. As explained to him I'd still like to keep this bug open, because its intent was not that I get more permissions but to enable attachment deletion for general MDN users within the frontend. That's also what I had in mind when writing bug 1026639 comment 4.

We don't want regular users to be able to delete attachments.
