[Steps to reproduce]:
1. Launch Firefox.
2. From about:config, enable the devtools.responsive.html.enabled pref.
3. Open RDM.
4. Click on the device list button and select 'Edit list...'.
5. Enable '4K Ultra HD Television' and click 'Done'.
6. Click again on the device list button and select the '4K Ultra HD Television' device from the list.
7. Scroll the page to the right, click on the device list button and select the 'Edit list...' button.
[Expected result]:
- The modal is correctly displayed on the same page with the device list button.
[Actual result]:
- The modal is displayed at the start of the page and the device list button is displayed in the middle of the page. See http://imgur.com/a/4TDNM
[Regression range]:
- This is not a regression.
[Notes]:
This issue is also reproducible if another large device is selected, or if a custom size.

I can Confirm this issue as Fixed in Firefox 64.0, Nightly 66.0a1 (2018-12-19) and Beta 65.0b5.
