If an update response does not contain all the default system add-ons that shipped with Firefox, the update process should be aborted. This will help guard against mistakes in specifying all system add-ons in an update, and will also force us to always be explicit about what system add-on version combinations are cleared to be used together.

Per discussion with Osmose, we know what shipped with each version of Firefox (they are tagged in hg) so it's probably easier for QA and everyone else to just focus on upgrades in the Balrog response (since we know what version of Firefox updates are targeted to).
