129410 - Cached windows sometimes have all have disabled fields.

Build ID: Branch 0.9.9 bits from 2002-03-06 (today).

Steps to Reproduce:

1.  With the default pref from bug 126766 enabled, select a message and hit Reply.

Expected Results:

Cached window is much faster than the 1st window's creation.

Actual Results:

All of the fields are disabled (light blue color that Varada added a while back
so that you can't change a field as it's being sent) and the window can't be
changed.

Of note: I saw this on the 4th build for Linux, but not the 5th (trunk).  This
seems to happen only on the branch, for now.

If this works on the trunk then it gets an nsbeta1- since it already works. 
But, if this is reproduceable on the branch we need to fix this.  Otherwise the
compose window isn't useful.

Thinking it might be a profile issue, I downloaded a trunk build and ran with
the profile I created from 0.9.9's build - whenever I go back and forth, it's
clear that the problem lies only on the branch.

ok, I found the problem. I miss one little change when I rechecked in the fix
for bug 109081 which has been backed out last Saturday... That's explain why it
works in the trunk but not in the branch.
