129459 - Simple way to increase bug visibility

When bugs are duped, include the current summary of the bug being resolved in
the duplicate message posted to the other bug.

This is really just a short-term solution, but it would be nice to have it until
a better (harder) solution is available.

Pros:

1) Preserve some of the different wordings used in summaries.  This should
increase search hits for these wordings, especially since the bug is likely to
be in an open state.  The duped summary is less likely to be hit in a summary
search because it is RESOLVED.

2) Possibly prevent "summary stuffing", the adding of specific words to a
summary to make them more visible, usually done to prevent obvious dupes from
being filed.

Cons:

1) Need to be more careful about searching the description as well as the summary.

2) If the summary is added to the dupe bug as well, it could add additional noise.

bulk removing target on WONTFIX/INVALID/WORKSFORME/DUPLICATE so they'll show up
as untriaged if they get reopened.
