This doesn't happen every time, but there are times where it seems easier to happen or not. When I open a new tab, I can briefly see the New Tab Controls menu shrinking, as if it was open by default and is being closed. See attached video (I opened the new tab with the keyboard) (Note: I have browser.newtab.preload set to false, in case it matters)
