Steps to reproduce:

1. Start Nightly
2. Go to "Getting Started" (https://www.mozilla.org/en-US/firefox/central/)
3. Open DevTools
4. Enable Responsive Design Mode
5. Click "Tap here to go to the mobile version of the site." > Current page will be mobile version
6. Move to New window
7. Open DevTools again
8. Enable Responsive Design Mode again


Actual results:

In step 8, cannot enable Responsive Design Mode as command-button-responsive does not work.

I spent some time last week trying to find a quick fix for this, but I wasn't able to get there.

In the next release (52), we'll be switching to separate codebase for RDM, so a fix here would be short lived.  But, it would still be nice to fix this regression if possible.

As mentioned in comment 2, this is fixed in Firefox 52 by the new RDM UI.
