Interestingly, this doesn't happen reliably, but what does make it happen reliably is opening the network devtools tab, and hitting shift+reload. mozregression pointed to the regression being introduced in this range https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=d22b099cf1e312edf24adc27dd23541b37900cfe&tochange=e1f3ed984607e209ab9ba3a4892b58d3d03b9430 bug 1261585 looks like a good candidate.
