1296212 - [stylo] Reserve disposable project branch to run Stylo tests

Once we have can run the reftests without crashing (bug 1288350) and are vendoring servo in mozilla-central (bug 1294893), we should reserve a disposable project branch to run reftests with Stylo enabled.

Per the meeting we just had, for phase 1 of this we'll create a temporary repo on hg.mozilla.org with just TaskCluster automation. Moving bug over to hg.mozilla.org to track creating the repo.

I have created https://hg.mozilla.org/incubator/stylo and https://hg.mozilla.org/incubator/stylo-try using experimental/mozilla-central-gd as the base repository. (This is the mozilla-central stored in a more efficient format so it is much smaller.)

The repositories are ready for developer use. We still need to get TaskCluster hooked up to them. I'll file a new bug.

And I configured bundle advertisement on these repos so automation doesn't DoS hg.mozilla.org cloning them.

Since pulsebot isn't online, that was done in https://hg.mozilla.org/hgcustom/version-control-tools/rev/8da1566d0842.

Calling this bug resolved. Now for the automation bits...
