I'm going to land bug 1298422 ASAP which will vendor our single external dep into third_party/rust. The patch in bug 1294565 will add `mach vendor rust` to make this process repeatable, which should do what you want.
We now plan to autoland servo/servo PRs from GitHub to a snapshot of Servo code in mozilla-central (bug 1318107) instead of vendoring servo using cargo.
