STR:
1. load about:config
2. set dom.storage.enabled to false
3. load a Review Board review request and click "Finish review" on it
4. some UI is presented that let's you add a comment, but the combobox
that allows you to set r+ is missing

This is a regression b/c the "Ship it!" button did work in the old UI
with this pref setting.
