We need to have a method for Sheriffs to trigger all PGO tests as an interface with a button that uses pulse actions to extend the task graph.

this will need to be something the sheriffs can do- the problem is we have different paths for taskcluster/buildbot- I think pulse_actions can handle that, but I wanted to call it out.
now that we are running SETA for PGO jobs, backfilling is creeping up in the priority list :)
sheriffs can still use "add new jobs" to backfill.
It is less than ideal but it accomplishes it.

If no one can tackle this at the moment I will be able to do so on Q1.
Armen, per a conversation on IRC today, you mentioned :bstack is working on backfilling support and it will not be with pulse_actions, should this bug be closed?
