Steps to reproduce:
1. Imported vcard with multiple contacts that was exported from Apple Mail on Mac OS.
2. Mailed vcard to my Windows 10 machine.
3. Imported vcard to create new address book in Thunderbird 45.2.0 on Windows 10. Seemed to work okay.
4. Created new Mailing List under new address book. Both are called "Customers".
5. Highlighted multiple contacts in new address book (sometimes only 3 - 4). All have valid email addresses.
6. Dragged highlighted contacts to new Mailing List.
Actual results:
BUG 1: Thunderbird will only add one contact to the mailing list if the mailing list is empty and sometimes it's not even one of the contacts that I highlighted. It's sometimes another contact in the address book that could be in a completely different part of the alphabet.
BUG 2: Also, if there is already a contact in the new Mailing List, no contact will be added. It's like there is a limit on only one contact.
Expected results:
All the contacts that I highlighted and dragged to the Mailing List should have been added to the Mailing List.

I don't think the fact that I imported from an exported vcard from Apple Mail is relevant since that part seemed to work fine.

I agree it is likely not relevant, but not for the reason you stated. (which could simply be a false assumption)
Try populating a mailing list using locally created contacts. Also, does ctrl+drag make a difference?
I had mixed results myself, using nightly development build - initially it didn't work. Then it consistently worked.

It has to do with a contact that has no email. If I start from scratch and just drag contacts with emails it works fine. Once, I drag a contact with no email that whole Mailing List becomes corrupt because it just lists one contact that I didn't even select and doesn't allow any other contacts to be selected.

In 45.2 I can drag contacts to mailing list without problem. However, if the contact has no e-mail address, it cannot be dragged.

I have confirmed problems with dragging and dropping contacts to mailing lists in 52.1.0. I tested it because of support question https://support.mozilla.org/en-US/questions/1159210 (Kisune).
After dragging and dropping addresses onto a mail list, then selecting the mail list, it does not show all the contacts. If I double click the mail list to show the edit window for the list, it DOES show all the entries.
This happens if one or more of the contacts do not have e-mail addresses. Even though Thunderbird is not supposed to allow contacts with no e-mail address to be added to a mail list, it happens, and it corrupts the mail list. If the offending entry is removed from the mail list through the Edit window, the list then displays as normal.

Bruce, thanks for checking this out. Surely a mailing list entry you can't mail since it has no e-mail address doesn't make a whole lot of sense. Mailing list bugs like bug 1329295 are still on my radar, bug I haven't found any time to dedicate to them yet.

Looks like I'm experiencing this bug, 100% of time.
Steps to reproduce: https://support.mozilla.org/en-US/kb/how-create-and-use-mailing-lists-thunderbird
Just follow Mozilla support article with "Option 2".
I use search to filter contacts I want. Then I mark them all and drag from my synced address book (sogo connector syncing from caldav server) to Personal Address Book mailing list. It doesn't do anything.
I can't transfer even one contact.

Can this bug be set to confirmed?
I can reproduce it 100% of time on two platforms (Win 8.1 64bit and Linux Mint 18.2) with latest Thunderbird 52.3.0.
Tested on "Personal addressbook" and on my other addressbooks.
All contacts have emails.
Dragging just isn't working.

When we can reproduce it.
I did this:
Created a new mailing list. This goes into the currently selected address book (in case you have various).
Dragged three cards from the Collected Addresses address book to the new mailing list. Worked fine.
Next I searched for cards and dragged some of the ones I found to another new mailing list. Worked fine.
I think we need STR on a new profile and without any add-ons at play.

After your comment I created new blank test profile and it worked.
Then I started installing addons so I could test with them and found what's causing problems.
SOGO Connector addon somehow blocks drag and drop to mailing lists.
I don't have to set anything in addon or sync to server, it's enough just to install it and it breaks drag&drop.
This was with 31.0.4.
Just updated to 31.0.5 and it seams that drag&drop is working with addon installed, but has some other problems not relevant here (like I can't delete contact from personal addressbook).
Anyway, seams to me this is an addon problem, at least in my case.
All tested on Linux Mint 18.2 with TB 52.3.0
