Bug 1292218 comment 30 et seq. Given "skip-if(/^Windows\x20NT\x206\.1/.test(http.oscpu)) include abspos/reftest.list" and a fuzzy-if on the tests in abspos/reftest.list, I would have expected the skip-if to continue holding sway even after the fuzzy-if condition became true.
If we do decide that the current behavior is correct, then https://dxr.mozilla.org/mozilla-central/source/layout/tools/reftest/README.txt#54 needs to be updated to say instead that "fuzzy always wins, skip beats random beats fails".

I ran into this today sad this has been around for so long. I see bug 720684 and bug 1057526 in need of attention as well, oddly I filed bug 1337766 similar to this earlier this year.
