checking up on this- we are still seeing this as a high frequency intermittent failure.
I think this will be fixed when bug 1322396 lands, given the try run: https://treeherder.mozilla.org/#/jobs?repo=try&revision=494d4e5f90be5653ef9f67425f154e50031acfc3 Haven't seen any failures in e10s-bc3 with some 50+ retriggers. Not sure if that's enough, though.

It looks like browser_use_counters ran in bc1 in that run, so 20+ retriggers apply here - probably not enough to be sure, but promising!
