1302627 - add a per component option to prevent bugs from being reopened that were resolved more than N days ago

something i've seen is reopening of existing bugs to get follow-up work performed.

reopening an old resolved bug is problematic:
- it has a higher likelihood of being overlooked:
  - it bypasses the triage workflow
  - it won't show up as "new"
  - it will already be assigned, perhaps incorrectly
- it's impossible to track follow-up work correctly if that work is performed by a different person (bugs can only have one assignee)

i would love to see the ability to set, per component, a duration after which a bug cannot be reopened, with a long default value for all components (eg. 3 months).

when a bug is in this state bmo should probably show a short blurb near the comment box / status (for people with the rights to reopen).
eg. "This bug is resolved; please provide follow-up information by filing a new bug."

(this is similar to bug 1196291).
