We have 4 locales that started localizing mozilla-aurora but never reached completion, and have been inactive for several months.
Time to remove them from the build system.
Locales: brx, kok, ks, sat.
Bug 1303401 is about removing them from all-locales, until that happens l10n update scripts might complain a bit.

After this is merged and deployed we'll stop exposing builds on mozilla.org
At that point I'll ask for aurora approval in bug 1303401.
