Steps to reproduce:

When the cursor is in a table, the toolbar should show table related stuff (add/remove rows/columns, table properties, etc).

Personally I don't think so, since table editing in TB is not a frequently used operation.

But if you are in the composer and in a table, doesn't that mean that you are one of the rare people who might want to be editing a table?

The solution to showing infrequently used UI is to only show it when someone really needs it, which seems to be the proposal here.

I have found myself in this situation multiple times, and it is decidedly unhandy to not have have proper function in context.

Some minimal buttons such as these (taken from LibreOffice Writer) that are only shown in the toolbar when the cursor is inside a table, would be nice and time saving.
