[Steps to reproduce]:
1.Launch Firefox with clean profile.
2.Open twice the downloads panel from toolbar.

[Expected results]:
The panel is opened without any jerkiness or rendering issues.

I was unable to determine which bug caused this regression.

[Additional notes]:
- This issue is not reproducible under Ubuntu 16.04 32-bit and Mac OS X 10.12

This may be a dupe of bug 1306670 (the regression range fits), which should be fixed on trunk now. Can you please see if this still reproduces?

I am no longer able to reproduce this issue on Firefox 52.0a1 (2016-10-06) under Windows 10 64-bit, so I’m marking this bug as duplicate.
