Windows 8 x64 opt is hidden by default on comm-central. We should immediately see if x64 builds on Windows are failing without needing to unhide it.
Heh. Given the bug that the exclusion rule points at, it's been hidden since 2012, when we first added Win64 builds without actually being ready to add them.
