(This assumes that the host or source domain is not on either the allowedlist (bug 1307604) or the deniedlist (bug 1307605).)
Determine via heuristics whether a Flash object should be permitted to play (as fallback content or CTA) or barred entirely.
The heuristics should be modifiable independent of the train schedule.
The heuristics need to be determined and vetted (but not in this bug) in part based on experimentation with the fallback mechanism.

A mechanism for doing this was added in bug 1282484. At this moment we don't have any more heuristics as part of the requirements, but if more comes up we can file bugs about the specifics needed.
Per bug 1282484, the code for the heuristics themselves need to be implemented on Gecko.. but which ones are active or not are controlled via a pref that can be easily modifiable outside of the train schedule.
