1308191 - Add tests to Comm-Central Windows 8 x64 builds

Until now on Comm-Central only builds and nightlies are created on Windows 8 x64 opt without tests.

Please enable XPCShell- and Mozmill tests also for Windows 8 x64 opt.

Attachment: Add Win64 tests for Thunderbird

This adds Win64 configurations for Windows 8 and Windows 10 tests. Windows 10 tests are only allowed on try. Windows 8 tests are only enabled from 53 onwards (which matches the disabling of XP, so shouldn't cause any additional infra load).

Tom, is this something that can be done in our present environment without great difficulty?  Or should it best to wait for TC.
