Bug 1269807 disables loading plugins other than Flash per default in Firefox 52.
Set pref plugin.load_flash_only to false in SeaMonkey 2.49.
This will not lift the existing plugin restrictions in x64 versions.

Just to emphasize the rationale: 52.0 will support plugins on ESR, thus we'll have remaining plug-in support for 2.49; if we subsequently release from ESR, there is no interruption for the user, so that would be consistent. If we stay on m/c-release, the pref will be removed from the Core code at some point (possibly with with 53.0 already, or along with any backend removals in the future), thus we are on par with Firefox again.
