Bug 1258127 repurposes the `folder_type` column to mean "syncable". This is because we don't want to sync tags, left pane queries, and custom roots, which are all stored in `moz_bookmarks`. This bug tracks removing that flag and making everything in `moz_bookmarks` syncable.
Some ideas from Mak:
* Move tags out of `moz_bookmarks` and into their own table.
* Make the left pane root virtual.
* Disallow creating new roots, where parentGuid == rootGuid.

Notes:
We need to file a bug to change the left pane folder and All Bookmarks to "virtual" entries, that will also block bug 519514.
And a bug to remove anything non-official from the places roots and disallow public APIs from creating stuff in the PlacesRoot.
