http://source.icu-project.org/repos/icu/data/trunk/tzdata/icunew/2016i/44/ is now online, but I'll wait until bug 1299615 has landed to avoid updating the ICU data file twice.

At some point we should get a mailing list set up that we can subscribe to the various mailing lists for this data and updates to it, and then anyone who wants to can subscribe to that list to know when to update this stuff.
