By the definitions on <http://bugzilla.mozilla.org/bug_status.html#severity> and <http://bugzilla.mozilla.org/enter_bug.cgi?format=guided>, crashing and dataloss bugs are of critical or possibly higher severity. Only changing open bugs to minimize unnecessary spam. Keywords to trigger this would be crash, topcrash, topcrash+, zt4newcrash, dataloss.
Severity: major → critical
additionally (to a warning) the ability to reactivate a download would help.
Going offline means going offline. This means cutting off existing network connections. Right now, we do it kind of abruptly. There should already be a bug on resume-download.

The SeaMonkey doesn't intend to work on this any more but the new implementation of the download manager in SeaMonkey 2.0 Beta 1 and later can resume download when they are stopped due to quitting the application or going offline (if the server support it), so it's partially fixed.
