Note that, per the release notes, there's an arm code generation bug in 1.13, so we should avoid this release for android.

So why jump on it for other platforms? What's the rush?

Faster compile times, mostly.

In general, rust is under heavy development and posts a new stable release as often as Firefox does. It's worthwhile to upgrade as soon as we can so we can take advantage of the latest features, and shorten the feedback loop between gecko's use and the rust compiler team's efforts.

We did not update the Android build because 1.13.0 has a
code-generation bug on Android.
