Update tooltool rustc to 1
New stable rust toolchain is available. https://blog.rust-lang.org/2016/11/10/Rust-1.13.html Note that, per the release notes, there's an arm code generation bug in 1.13, so we should avoid this release for android.
Tooltool manifest for uploaded repacks of the upstream rust and cargo builds. rustc-repack archives have: rustc 1.13.0 (2c6933acc 2016-11-07) cargo 0.13.0-nightly (eca9e15 2016-11-01) cargo-repack archives have: cargo 0.13.0-nightly (eca9e15 2016-11-01)

So why jump on it for other platforms? What's the rush?
Faster compile times, mostly. In general, rust is under heavy development and posts a new stable release as often as Firefox does. It's worthwhile to upgrade as soon as we can so we can take advantage of the latest features, and shorten the feedback loop between gecko's use and the rust compiler team's efforts.
