Steps to Reproduce:

Actual Results: 2 scroll bars displayed on right side of browser.
Expected Results: Should be only 1 bar as in NS 4.61
Page also displays missing data on left as in problem 131058.

The page requests a scrollbar on the <body > in a stylesheet:
BODY {
overflow: scroll
}
In IE the <body> and the viewport are the same thing. In Mozilla, they are
(correctly) not.

can't we merge this one with bug 94605 ? Eventhough both are addressing two
different issues, they belong to the same site.

I would like to keep the specific issues open since it will help IBM to review
any outstanding issues. Duping tends to lose visibility of specific urls.
Note the pseudo fixed image in the left rail in IE and the fact it is missing
completely in Mozilla.

Bug 169883 While scrolling down the text get scrambled
has same/similar URL, and a reduced testcase
There are more IBM sites like this one, with double scrollbars and broken grafix
near the end of the document, i.e. scrambled text or garbage shown.
