Connect one iOS device and one desktop device to Sync
Have open tabs open on both
Send a tab from iOS to desktop
Open Synced Tabs on desktop

I am only able to reproduce the bug after disconnecting and reconnecting the FxA on iOS and syncing but that is Bug 1264584. 

Ryan are you able to reproduce the bug without disconnecting and reconnecting the FxA on iOS?
