STR_1:  (only a way to reproduce)
1. Open http://www.rp-online.de/
2. Save the page
3. Disable internet connection, save the page w/ different name
4. Open downloads panel, right-click "failed" download created in Step 3, click "Remove from history"

AR:  Browser deletes both download items
ER:  Either X or Y
 X) Browser should delete selected download item from download history, and keep another one
 Y) Browser shouldn't lie or be vague about "remove" part. Remove what? From what history?
    It should display something more accurate in menuitem, like:
   "Remove all downloads of this url"

I have managed to reproduce this issue on the latest Firefox (50.1.0) release and latest Nightly (53.0a1) build.

I can also reproduce this issue without disabling the internet connection. If you save the same page twice with different name, when you try to remove one from history, both downloaded pages are removed from download panel.

STR:
1. Open http://www.rp-online.de/
2. Save the page
3. Save the page again with a different name
4. Open the download panel, right-click on one downloaded page and choose to "Remove from history" option
5. Observe the downloaded panel

Actual Results: Browser deletes both download items.

This is intentional, see bug 825887. This is the reason why this menu item is already called "Remove from History" instead of "Delete Download". I don't think there is a better way to convey the use case in a label that is short and simple enough.

In fact, no matter how much we try to modify the label, this command won't match the expectations of users who want to micro-manage individual items in the Downloads Panel, which is an explicit non-goal of this design. Instead, we support the use case that gives better privacy.

remove url from history, should be clear enough as it states is removing the url, not the particular download/filename , since this is in a DOWNLOADS menu , as a user I also was expeting to remove that DOWNLOAD from the history log, THAT ONE, no other one or REMOVE THIS URL FROM LOG , since it is download history not page visit history, also undocumented but if you hit DEL then the behavior is as expected. This is particularly annoying if you download a new version for a file you downloaded long ago, it gets renamed as file(1).xxx , so you see this, open location, delete the one of the files, try to remove the it , both get removed and then there is no use for open location since you no longer have the option to do it, if you downloaded to some place other than downloads (a share path or long network name) this is really annoying., this behavior I have only seen it in firefox browser.
