Transition isn't triggered when you exit fullscreen + DOM fullscreen using F11

STR_1:
1. Open attachment 8702617 [details]
2. Open bookmarks sidebar
3. Switch to fullscreen mode (F11)
4. Click "Go fullscreen" button on the page from Step 1 to switch to DOM fullscreen
5. Press F11 to exit fullscreen and DOM fullscreen
AR: No transition (toolbars just appear instantly)
ER: Transition (the screen should go dark, then browser window should appear with all the toolbars)
Note:
This means that bug 1192667 wasn't completely fixed. Bug 1192664 looks very similar to this one,
but kind of opposite. So I suggest these 2 bugs shouldn't be assigned at the same time.

I believe we avoid the transition on slower systems which might be what's happening here. lets try to confirm.

I can't ni arni currently, but we're curious if the version he's been testing with is in fact 49/20160526082509. Need to confirm this happens in nightly.

I cannot reproduce this with latest Nightly 54.0a1, 20170124030205 on Win 7 nor on Win 10.
I get the expected results: Transition (the screen should go dark, then browser window should appear with all the toolbars)
