STR_1:
1. Paste https://tproger.ru/ in urlbar and press Enter
2. Type "a" in urlbar
3. Wait 1 minute until "push notifications" panel appears
4. Hover mouse over visible part of the page and rotate mouse wheel

AR:  Step 3 - panel and suggestions are visible. Step 4 - panel disappears when suggestions disappear
ER:  Step 4 - panel should be visible. There're several obvious options, I guess you know them better


STR_2:
1. Open Australis menu
2. Focus urlbar via Ctrl+L
3. Type "a" in urlbar
4. Hover mouse over visible part of the page and rotate mouse wheel

Note:  STR_2 will be fixed by bug 1187647 (probably). STR_1 will not.

Can't reproduce anymore.
