13279 - Account Manager window not launching, nothing happens

Build 1999090709M111: Win32/NT4, Linux/Redhat 6.0
Will try Mac later

Overview: Launch Mail, select Edit/Account Setup and nothing happens, a blank
window doesn't even appear. I also noticed that nothing happens when selecting
the Navigator icon from the Taskbar.

Step to reproduce:
1. Launch Mail
2. Select Edit/Account Setup

Actual Results: Nothing happens.
Expected Results: I expected a window to launch titled Account Setup.

I actually can't get any new windows to launch with window.open with today's
build.

Investigating further, but I think someone has fixed this.
Adding Scott, Scott, and Seth to CC to see if they have seen this behavior with
any other windows as well.

Actually, your right Alec. From messenger, I can't use the task menu bar to
bring up navigator, editor etc.

It definetly looks like window.open is broken.

My build is from 10:30am this morning. I don't know if anyone has checked ina
fix since then. So this bug probably isn't account manager specific.

See 13242.  It's currently assigned to danm.  I didn't realize it was so
widespread.  You may want to raise the priority on it.

In the bug I mentioned danm said a fix was checked in at 3pm today.
