1328458 - Remove now unused setup.xul and customize.xul

Per bug 1323211 comment 3, we should try to remove these files who were used a long time ago.
It seems like it is safe to remove these, just in case stomlinson if you could check customize.xul can be removed?

In particular, it seems we want to know whether a |customizeSync| field in the data for a login webchannel message, or in the login "messge" sent to about:accounts can ever be true these days?

"Choose what to Sync" is always shown by FxA when using context values fx_firstrun_v2, fx_desktop_v2, and fx_desktop_v3. When any of these contexts are used, we always set `customizeSync` to true.

context=iframe, service=sync (the original fx_firstrun_v1) presents the user with a checkbox that allows the user to click a checkbox which sends `customizeSync: true` to the browser. It's *possible* that the Growth team reverts from context=fx_firstrun_v2 to context=iframe, but I imagine they'd tell us first.
