[Steps to reproduce]:
1. Open a video with no audio track in the background

2. Wait a couple of seconds and focus the tab with the video
[Expected result]:
- The video should be blocked until is in foreground.
- User should have a visual notification about having the video blocked (Play Tab indicator should be displayed)
[Actual result]:
- The Video is blocked until is in foreground but there is no notification about it.

This is our intention, we don't want to show the "play tab" icon for the video without audio track, See bug1320005 for more details.
However, we would show the icon for the video with silent audio track, because we can't know whether audio track is silent before playing the video.
