Turn on PointerEvent preference on Windows nightly

Curious, why Windows only? But sure, we can start with it.

We were thinking to start with Windows in consideration of the user counts so that we can get more ideas about if we hit webcompat issues, while we are still need more time to develop and test for linux and mac. Also, according to QA testing result, touch works quite well, even a bit better, with pointer events enabled on windows, we were suggested we enable it on windows first for improved user experiences. :)
Added reviewer information to the patch summary.
