moving mouse over non-root bookmark folder lists from menus doesn't hightlight them

This is a new regression in build 3-25-03 w2k. works in build 3-24-08. As I move mouse down over non-root folders list or personal toolbar folder's folders' lists, the mouse doesn't highlight the bookmarks as I move over them.. Root bookmarks menus list work fine. I cant even find the the problem bug here, but.. the only thing I can think could have affected this is bug is the fix for utilityOverlay.js file from Bookmark groups.
