Socorro uses public permissions to fetch changes from Bugzilla in order to update bug associations. This means it does not get updates occurring on non-public bugs.
This gets reported periodically as --
1. the user has a bugzilla account that can see a non-public bug and expects the association to be bi-directional
2. the bug is now public, but the association was made while the bug was private
and possibly other things

We may want to fix this at some point, but at this time I'm filing because I want a place to aggregate these reports. There may be an existing bug, though I'm having trouble finding it.
