User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36
Steps to reproduce:
1. Put the device in airplane mode
2. Open Firefox, go to bbc.com
3.Try to set it as home page
Actual results:
2 "The internet connection appears to be offline" message is displayed
3. The "set home page" button can not be tapped and a home page can not be set
Expected results:
3. The home page button is enable and a home page can be set

Found on iPhone 6, iOS 10.2.1, Firefox 7.0(1), buddybuild #1524
While I think this happens because of bug 1281799 (offline page is an internal url), I expect to be able to set the actual url as a home page (bbc.com) even without an internet connection.

You can manually add the URL as the homepage by adding the URL to Settings -> Homepage -> Enter a webpage. I believe that enabling the button will cause issues that were previously fixed in bug 1281799.
