Add-ons and preferences currently open in tabs which means that you annoyingly loose your active tab when you open them. Having them as tabs doesn't even makes sense considering that History, Bookmarks, Downloads and Page Info are all windows.

Add-ons/Prefs are managed in ways that the windows you mentioned are not, so they will continue to be opened in tab windows.

You folks at Mozilla seem to be very reluctant to even consider feedback from your users. I reported this since it's a user experience issue. Now a month later, you close this as WONTFIX since Add-ons and Prefs are managed differently. Even if they are managed differently it can't be that difficult to make them open as windows.
