Steps to reproduce:

1.Sign into Firefox
2.Sign out of Firefox
3.Sign into Firefox with the same account
4.Go to "History"


Actual results:

4.Firefox increases synced devices counter (i.e. 2)


Expected results:

4.Firefox should not increase devices counter unless other devices are connected
Found on iPhone 6, iOS 10.2.1, Firefox version 7.0(1) buddybuild #1696
