In bug 1343519 I'm sorting out a few of the rules, I hit an issue with the tests in browser/modules/test, as there's some issue in the social/head.js file that is currently covered up by the rules included via the mochitest.eslint.js files in the directory above.
Unfortunately I can't remember the exact issue, but it would still be better and more consistent with the rest of the test layouts if they were in sub-directories.
Currently I'm looking at:
browser/modules/test/ -> browser/modules/test/browser/
browser/modules/test/xpcshell/ -> browser/modules/test/unit/
There will also be the existing browser/modules/test/unit/social directory.
