1343854 - Paused/in progress downloads aren't cleared on exit

Description

Device: HTC 10 (Android 6.0.1);
Build: Nightly 54.0a1 (2017-03-02);

Steps to reproduce:
1. Download a large file, go to Tools>Downloads and pause the download.
2. Go to Settings>Privacy and tap on "Clear private data on exit".
3. On the list that was opened, select Downloads. Save.
4. Go to the app menu (3 dots button) and tap on Quit.
5. Reopen the browser and go to Tools>Downloads and check if the files were cleared.

Expected result:
All downloads are cleared on exit.

Actual result:
Paused downloads aren't cleared. They can be resumed from where they were paused.

Notes:
Also, quitting while a download is in progress will ask if you want to cancel the download, but it will be resumed when re-opening the browser anyway.

Depending on if the checkbox "Downloads" is selected, we should be clearing ALL downloads (or not). Meaning, if the user selects to clear 'Downloads' then all downloads should be cleared and not just the ones that are completed. 

If 'Downloads' is not selected, then we should not be clearing any downloads at all, even if they're just paused.
