Distributors, like Beonex, want to use German L10n work and merge some changes
against that. This is hard to do when L10n is not in CVS.
See also bug 57878 for the whole effort to get L10n work into CVS.

All that things are not part of any default build, also note the comment in the
paragraph with [e-mail] in http://www.mozilla.org/hacking/reviewers.html

I'll vouch for Robert, if I'm allowed to. He seems to be dutyful and do very
good work. I don't expect problems.

I would still vouch for him, if he get access to SeaMonkey, not just l10n.

I just faxed and mailed the CVS contributor form, the paper mail will take a
while though because I sent it low priority (no air mail)...
